How to run a github repo project using the environment/requirements files provided in the repo using docker

Question

I'm new to docker and am going to use some open-source project for object detection. I know that first I have to install docker on my Ubuntu. Then say for example I want to run this repo on my laptop. This repo provides a docker container along with a requirements.txt file.

Any help is appreciated about how to run the project using docker.
