Creating matrix from the degree list

Question

Assume we are given a degree list $l=[1,3,3,7,8]$. And I would like to create a matrix out of this list in the following way. If (for example) we have that $[1,3,3,5]$, the matrix will look as follows:

$egin{bmatrix} 1&1&1&1 0&1&1&1 0&1&1&1 0&0&0&1 0&0&0&1 end{bmatrix}$

so if l[i]=2 from i=1..5, j= 1,2, if l[i]=2 A[i,j]=1.

How would this loop look like?
