Is it possible to restart the docker daemon service on the host by running a command from within a docker container?

This is a question more out of curiosity rather than actual use.

I know how to restart a docker container from within another docker container so my best guess is that I need to mount something like systemctl into the container executing the command, I was not able to find anything useful when researching this topic.

Is there a way to achieve this?

In centos based docker container, you can mount systemd inside container. Then you can able to run systemd based commands. Description can be found here: https://hub.docker.com/r/centos/systemd/

I am not sure about to mount systemd inside ubuntu based docker.
