how to add a path for sox for windows ( if there is Anaconda)

Question

I wanted to add sox to my path, I think I have done everything correctly, like saw 2-3 tutorials for adding a path for something. Then checking in command prompt by writing sox but it says there is no such command, I saw here answer for this error, but it stated that you have to update your IDE if you are using ide, and I have anaconda installed. So is it because of anaconda( it is in the path too) that I cannot add a path enter image description here
