python - how to group peaks and increases or decreases into seperate bins in matplot lib or seaborn histograms

Question

I want to have your suggestions on how to group histogram peaks together and increasing or decreasing bars upto a threshold of similarity together as well(eg 90% height similarity allowed between adjacent bars whether they are in an increasing or decreasing height order).

eg bars of heights 100,99,98,97,96,94,93,92,102,57,90,10,200 in this example (100,99,98,97,96,94,93,92) should be put in one group and the rest should be counted separately as single bars in the correct order.

eg bars of heights 100,101,103,105,107,106,102,99,200,100,150,400,300 in this example (100,101,103,105,107,106,102,99) should be put in one group and the rest should be counted separately as single bars in the correct order.
