broadcastreceiver - Open app when receiver incoming call notification in android

Question

I'm making an app similar to WhatsApp, I have implemented audio call functionality, but I'm confused in a scenario - To received any incoming call I used service when app is open and in foreground state. But when user closes the app or kill the app from recent tabs, then I want to show incoming call activity similar to WhatsApp, but I'm not able to find how to detect any call request after app is killed.

When I searched I found an answer asking me to use background service, but as we know background service in Android Oreo and above we need to show a notification when app go to background. But as we know WhatsApp does not show anything like this.

I'm confused how to achieved this functionality both in foreground and background. If someone know please suggest the solution. Thanks.
