php - 'bin' is not recognized as an internal or external command in Cakephp 3

Question

I have a project in cakephp 3.9. bin folder is missing in the project directory structure. So It gives me errors when I try to run the bin/cake command for the migration. I run composer install to download the vendor files. But it did not create the bin folder on root. Please let me know if there is a way to create this directory and its files by any command.
