Google Indexing API: Is it possible to re-index url that was unindexed?

Let's say we have a properly indexed url with Update URL API.
A few weeks later we un-indexed it with Remove URL API
Is it possible to re-index the same url again? Or should we avoid such scenario(i.e. generate a new url)?

Notification status for such url contains both (URL_UPDATED, URL_DELETED) records, which is confusing. But URL_UPDATED record has a newer timestamp.
