ubuntu - PermissionError and Permission denied but chmod doesnt work

Question

I have read about this error but after try I cannot manage to give permission to this file, I am running the process python manage.py adn I have tried :

sudo chmod 755 /path/to/file.log

and

sudo chmod 775 /path/to/file.log

I have this permissions:

ls -l /path/to/file.log

-rwxr-xr-x 1 arcdev arcdev 380 Apr 30 2020 /path/to/file.log

when I run a command that should load some information into the log, I receive back this error:

PermissionError: [Errno 13] Permission denied: '/path/to/file.log'

I have read few threads with the same errors but I cannot nail with what is the issue.

If I run as suggested in the same folder where manage.py is, the codes below:

sudo -u arcdev manage.py

and

sudo -u archesdev ./manage.py

I get the error of:

sudo: manage.py: command not found
