pandas - Creating a loop in data frame python

Question

I am trying to create a loop in dataframe where i can update a dataframe by adding rows but close the loop when it reaches the max limit or when the user tries to exit.

for example: if i have an empty dataframe called "Section" with a column ['name']and a dataframe "rooms" that has two columns [name, seats]. now Section's limit would be max of rooms['Seats']. The user would have an input option to add names to section dataframe with an option to add more names (until limit is reached) or exit loop if all names have been added in section dataframe.

if you someone can guide me how i can approach this would be great.
