amazon ec2 - high latency it's making my magento slow?

Question

I have an online store working with Magento 2.3.3 and I have many extension instaled. I want to increase my cloud server.

I found this:

• DigitalOcean 8 cores and 32GB RAM for $230/month. The data center is located in London.
• AWS 8 cores and 32GB RAM price is $426/month per month. The data center is nearer to me (Bahrain).

The latency for DigitalOcean in London is 140ms and in AWS in Bahrain is 70ms~90ms (due to the proximity to me and all my customers, in Arabia Saudi).

So my questions are:

1. What should I choose? Because the price it's very different for the same resources.
2. Are 70ms and 140ms a huge difference?
3. Could my customers feel the speed difference of my website hosted in AWS compared with DigitalOcean?
