Reading ansible dictionary to create an ansible fact

I have a dictionary like this.

  packages:
    - name: "package 1"
      id: "package1
    - name: "package 2"
      id: "package2
#    - name: "package 3"
#      id: "package3
#    - name: "package 4"
#      id: "package4
#    - name: "package 5"
#      id: "package5
#    - name: "package 6"
#      id: "package6

I want to create boolean ansible fact to infer whether package with id = "package3" is enabled or not. How can I create/code such a fact?
