WixToolset is free and powerful, but with a steep learning courve. Tools like Advanced Installer or InstallShield exchange(save) your time, but nothing is free.
It all goes down to how valuable your time is. If you have plenty of time and want to learn something new go for Wix. If you want to solve the problem fast (without cutting down on quality) go for a paid solution.
